Laboratory tests have concluded that people begin to hear a  difference 
beginning at 3 cents. I don't have the link to this study, but  learned it many 
years ago when training to become a piano tech.

Yes, people can hear that difference.  As I  said, the actual interval  
played effects the degree of  beating.
