Hi Mike -
It's not quite on the market yet, but I'd be surprised if this puppy 
doesn't do it. It _should_ be the best pitch shifter ever put in a stomp 
box, based on Eventide's track record in this area. The blurb mentions 
that it incorporates up to 1.5 seconds of delay, so it's at least a 
candidate for what you're trying to do. Their studio stuff is really 
great sounding:

Of course if you know how to branch your signal path and mix it back 
together, all you would need to do is run any old pitch shifter set at 
100% effect (input signal not routed to output) into any old delay 
device also set at 100% effect and then mix the result back in with the 
signal coming off your mic.
