The first thing that came to mind was 3-draw, but,
in searching for that optimal set-up for overblowing, overdrawing and strong
attack, I would add
4-blow espcially on low-key harps
7-draw
10-blow on high-key harps (to nail the first semi-tone blow bend -- the
full-tone bend is, in my experience, easier to get)
5-blow
and then, in no specific order, and each for their own reasons, the rest
