You can pick up a webcam complete with software for under $50. Install the software, plug in the camera. point it at yourself and press "record." Then go to Youtube and read up on how to upload.

If you really want to make videos and post them to the internet, neither the financial nor the technological barriers are much higher than a chalk mark on the sidewalk (or a line in the sand, which may be more apropos in this instance).
