Gap it AND the draw reed. I can't really tell you exactly what to do, you'll have to play around with it, it will depend on the harp. But that blow bend, or any bend, is a relationship between the blow and draw reeds. If you hear air, or if the reed sounds, but bending is difficult, one or both of the gaps needs to be closer. If you hear air whooshing, some gap is too open.
