I wouldn't remove them all unless you wanted to overblow something. It's best left half-valved, I think. One thing you can do is take the valves off the low side (top reedplate), lip block the bottom and you've got a regular D harp you can bend, overblow, etc., then unblock the bottom row for the octave harp sound. 

I believe the answer to the question you actually asked is yes. The Full concert is an octave harp, isn't it?
