I haven't found a conversion formula between Hertz and cents yet, but
Wikipedia has some good information on just what a cent is:

It looks like cents are a logarithmic, relative measurement, whereas
Hertz are an absolute scale of measurement. So, there may not be one
catch-all formula to convert between them. However, you can probably do
individual conversions if you know how many Hertz make up a given
octave, since there are 1200 cents in each octave.
Hopefully, you'll get more advice from tuners who actually understand
this stuff!
