Cheapie Seiko tuners work pretty well. They are around the price you quote.   I suppose a perfectionist would go for something a lot more refined (and expensive).  It just needs to be a chromatic tuner that can be calibrated to the sorts of pitches harmonica players use, i.e., from A440 to A444.  I don't know how accurate cheapies are, not too bad I would have thought, but far more important than super-accuracy is that you tune by playing with as natural an embouchure and playing volume as you can.  Tuning with the covers off can be quite hazardous, as you tend to use a tighter embouchure than usual and this can affect the pitch of the note.  Back go the covers, and, mysteriously, you are no longer in tune...
