Don't mean to be presumptuous and answer for Will, but actually it's
Salty Holmes on a Bb diatonic (with his then-wife Mattie O'Neil).

Eddy Manson later redid the same song, but he did it on chromatic -- the
talking effect is somewhat diminished by the wind-savers, and Eddy's version
does not hold up well compared to Salty's, IMHO.
