Most harmonicas have almost nothing inside that can rust. The reeds, reedplates, and nails (or screws) are all brass. The rivets that hold the reeds in place are sometimes mild steel and can rust. The insides of the covers can also form rust. But it's pretty minimal - it's not like you open up a harp that's been played and stored normally, and find big crumbling blisters of rust ready for you to inhale. Maybe if it had been underwater for a long time . . .

If you're concerned about possible rust, open up the harp and brush off any rust you find, then put a dab of clear nail varnish on the rivets (be careful not to get it on the reeds), paint the insides of the covers with the varnish, wait for the toxic fumes to dry, then reassemble the harp.
