Here is how I would do it

I recommend "J B Weld" or a similar filled epoxy that is thick enough to 
fill gaps, neither shrinks nor swells, and is very strong.

I would remove the reedplates, place a thin plastic sheet (Saran Wrap or 
grocery bag) stretched tight against the comb on both sides and replace the 
plates  With the reeds and valves thus protected, you can apply the glue 
freely.

While the epoxy sets, the reedplates act as splints to keep the comb from 
deforming.

When the epoxy is hard, remove the reedplates and plastic sheets. trim away 
any excess epoxy, and you are good to go because you know that the 
reedplates will fit.

IF you glue the comb together in a free state, it is bound to be crooked and 
leaky!
