The video you show has no harp player that I can see, it sounds like a great keyboard sampler.
To play this the keyboard way in cross harp, play 2 draw double bend, 2 draw, 3 single bend,

The original recording was Sugar Blue, and I have never really sat down and figured it out (which position he played it) Most of the time I can just hear it, but that song is elusive to me.
