A phase shifter gives a kind of moving filtering (a comb filter)  effect on
your sound. The rate is how fast the sound changes--from whoooosh whooooosh
to whoosh whoosh whoosh whoosh. Think of the old Leslie speakers on an organ
and how the sound spins around. That's what rate does, makes things seem to
spin faster. The depth is how much the filter will move--think of a wah wah
pedal a lot of depth is like pushing the pedal all the way down and then up,
a little depth would be pushing the pedal down just a little. Level--mixing
the dry signal (the unaffected sound) with the wet signal (the phase shifted
signal). Res is resonance. It increasing the filtering at a specific
frequency, makes the sound more nasal.

For me a harmonica doesn't have enough overtones for the phase shifting to
have much effect. Playing chords on a chromatic through a phase shifter
however is an experience!
