No, A flat (Ab) and A minor harps are not the same, however you can 
buy a Ab minor harp of course...

There are two different kinds of minor harps available:

Natural Minor tuned harps will give you a natural minor scale if you 
play the same way you would play a major scale on an ordinary harp IF 
YOU PLAY IT IN SECOND POSITION.

Harmonic Minor tuned harps woll play a harmonic minor scale if you 
play the same way you would play a major scale on an ordinary harp IF 
YOU PLAY IT IN FIRST POSITION.

To make it even more complex different manufacturers name natural 
minor harps differently. Refer to the following link to choose the
