Hi Jim.
the way harmonicas are tuned at a factory won't help you, because they
tune bare plates according to tuning tables or master plates which
take into consideration the differences in tuning between the bare
plate and the complete instrument.
Customizers will most probably work in a similar way to yours. If they
really do lot's of harmonicas, they might develop some methods and
devices, but this will only make sense if you got many plates to tune
frequently.
I tune harmonicas in a semi-assembled state. Plates on the combs,
using a scraper to tune blow reeds. Then I hold the covers on the
harmonica to check the tuning in the end.
