Find a competent teacher and go one on one.
Go to SPAH and ask

While inhaling, move your tongue back towards the back of your mouth. Since
it doesn't slither down your throat, it will lump up at the back, very similar
to the tongue attitude to create the sound of the letter "R" -
errrrrrr. Back of tongue curved up, front of tongue not engaged - just lying
there. Inhale in hole 4 gently and steadily. Give yourself 15 or 20 seconds
of inhale to feel the air pass over the back section of your tongue as you
jocky it around with the deep "errrr" position. Eventually you should find a
spot that makes the tone bend downwards. Now you are in the neighborhood. Here
is where you should explore. It comes from finesse, not force or sucking
downward.
