My understanding is that Hohner voluntarily got rid of the star when
they came to understand that it would be a political (and commercial)
liability, about 1937 or '38. They may have laid aside already-stamped
covers if it was felt that it was important to make an immediate change
and perhaps later someone came upon the old parts and decided to use
them. Hohner continued to make harmonicas during the war, so evidently
they had access to materials, but during the immediate postwar period
there were metal shortages and perhaps those old covers were pulled out
of storage and re-used during that period.
