I highly recommmend that he try one of the Suzuki Humming Tremolo harps. 
For chorded first position playing they produce a nice full sound, and 
are very forgiving of technique on simple melody lines. If the $45 price 
tag is too steep, start with a Suzuki Two-Timer Tremolo for less than 
half that price.  The tuning is the same, and if  you like the 
Two-Timer, you really ought to try the Humming Tremolo.
