Hi Matt,

Your tuning method is probably fine and your problems are probably related 
to something else. The lower you go, the more critical is the relationship 
of the blow and draw reeds to create your bends. Your 2 draw is likely 
suffering from that, especially if you are able to get all your bends on a 
LowD. Experiment with bringing your blow gap a little closer for the 2, 
which will make it  little easier to engage that reed for your lower bending 
from F# down to F. You just have to become really sensitive to the 
relationship of the draw and blow gaps, and also what point/area along the 
reed is the "pivot" for the vibration (so blow and draw "couple", and 
interact easily as you bend down).

For the 1, it sounds like you may have a little interference between the 
blow reed and slot. You can tell if the rattle is coming from this (it often 
happens with tuning) or from the covers, by blowing with the covers off. If 
it is interference, you may get your draw bend once you clear up the blow 
reed, or again, you may have to fine tune the gaps of both blow and draw 1.
