I'll put in my two cents for a small mixer ahead of the sound card. I
use a Behringer UB1202, which I got for about $70, but the UB802 for
$40 has many of the same features, just fewer inputs. It has hiZ and
loZ inputs for mics and other line-level instruments (guitar,
electronic keyboards) or other input sources (CD, cassette, computer
line out), with all the standard stuff you'd expect on a mixer,
including EQ, FX send/return, etc. If you're doing any recording at
all, this is well worth the tiny amount of money it costs.
I see that Behringer now has a mixer, the UB1202FX, which has built-in
reverb, flange, chorus, pitch shifting and other digital effects built
in. You can usually add these after the fact in software, but a lot
of times it's helpful to hear them as they're getting laid down.
