I think "band in a box" is promising. There may be others out there -
but I've seen a guitarist I know use band in a box at his tea house gig.
He has a laptop, and pipes the backing "band" from the software, and
plays/sings along to the tunes he's arranged for his set.
It's somewhat pricey, but I've seen in used successfully.

No affiliation.
I am certain there will be others out there.

Is there any equipment, or if PC based, any hardware and software, that
would allow me to obtain adjustable pre-set backing tracks, that you can
change the key and tempo, so that I can record it together with my harp
and vocals in digital format? I would also like to use these backing
tracks to perform my music live. Would I need different equipment for
1)recording and 2)playing live?
