An excellent point. If one looks past the immediate gimme big money now aspect of playing those types of gigs, this is also a way of showcasing your band and talent.
I've played at benefits for no $. People attending these benefits who heard the band & liked them end up hiring the band for their private parties for more $$$.
I booked an inexpensive gig playing outside during a local community fun run event. The next thing I knew, we became the "house band" for a whole group of events in this local community - btw, that local community here in Orlando includes the areas in which members of N'Sync owns houses, basketball stars own houses, etc. Since our band is heard at a lot of the functions, we get a lot of calls for those private affairs.
Sometimes you just have to pay your dues to get established. I never judge one gig by itself, but rather by how that gig connects to others.
Also, be sure you have a bunch of nice looking business cards and/or promo material to hand out at these low $ gigs. These are the seeds that you spread around. A few will actually take root and grow into something nice.

The only way to make money in music here (Austin, Tx.) is to play private
parties and such out of town -- all the time. The only way to get those,
besides word of mouth, is to play the venues that do not pay well
