You're confusing scale degrees with chords.
Roman numerals refer to the chords I-IV-V, etc..
Notes are referred to with Arabic numerals - 1, 2, 3, etc..
For instance the riff you're referring to goes 1 - b3 - 4. And you're
right, the riff is played over the I chord, then it is transposed up
a 4th and played over the IV chord, then back to the I chord, then V-
IV-I (not ii-V-I), being transposed to start on the root of the chord
in each instance.
As to which was first, Help Me or Green Onions, the question is sort
of irrelevant as John Lee Hooker had been using that so-
called "boogie" riff for years before the 1962 Booker T & the MGs
instrumental or Sonny Boy's 1963 song.

is called "Highway 28"...a great harp performance too!

ii-V-I progression (whereas the I-IV-V is like, second
nature practically). can anyone point me to some songs
