Well, it's true that plenty of harp players, like plenty of guitar
players, don't play rhythm very well.  But the harmonica itself is very
functional instrument for laying down rhythm.  

Perhaps the writer means that incompetent harp players who play too
much, or in the wrong places, or without regard to the chord changes,
etc., etc. can really screw up a jam.  All true.  But any fool who
doesn't know what he or she is doing can screw up a jam, regardless of
what instrument is involved.
