Matt, I have a couple low C harps that Richard Sleigh built for me.
What he did was add solder to the tips of all the reeds and then fine
tune them. I can only imagine how difficult and time consuming that
must have been - but what a fabulous instrument! Short of that I
suppose you'd have to take metal off the rivet end in order to drop the
pitch a whole step - I don't know if that would significantly weaken the
reed at it's pivot point or not, perhaps others on the list can address
that.
