Actually, there are some techniques that would work that way.
There's one I call the double warble or double shake:
Hold a split interval (for instance, Draw 2 and Draw 5, with the
tongue blocking out 3 and 4). Move it one hole to the right, then
back. Repeat rapidly. You get simultaneous shakes on both sides of
your tongue - 2 alternating with 3 and 5 alternating with 6.
This could be done moving either hapr or hear, and I think harp would
be much easier.
However, when you come to alternating a note or chord played out of
the left side with one that follows, played out of the right side (or
right follwed by left), then enitehr harp not head can make that
happen. You could either move your tongue so that the opening in your
mouth switches sides, or move your motuh and leave your tongue in
place. Moving head or harp will not accomplish the left-right switch.

But which is easier to move despite the smaller weight and size of the
tongue?
If you absolutely are incapable of licking your lips from side to
side, the headshake may be the only way. If so I won't rain or your
parade.
If you can lick your lips, you can probably control your tongue enough
to move it from side to side to alternate two widely separated notes.
Cultivating this will give you more control in addition to using a
smaller body part and less physical effort.
The headshake doesn't directly affect the holes and body parts
involved. It's kind of like tilting the whole house to roll a pill out
of a bottle - a whole lot of other things will roll as well.
