The New to Jazz website, Jazz Dictionary defines Jazz as an improvisational,
expressive style of music, characterized by syncopated rhythms, 'blue notes'
and the use of seventh and ninth chords.  This may sound overly broad to some. 
I think its more of a "know it when I hear it" kind of thing.
