[Harp-L] Preamp tubes

I recently bought some old GE preamp tubes.  Two sound
great, but one has a lot of static and can't be used. 
Is this a bad tube, or is it because one has a D
getter instead of a halo getter?  

I want to complain to the seller, but I don't want to
be ignorant about my position.
