F type fuses are quick. You should use T1,6 instead, they are slower, and 
don't blow, when you switch the amp on. In the very first moment after 
switching on, the heaters of the tubes have a low resistance, until they are 
warmed up a little bit, causing a very high current pulse that way. A T1,6 
can handle this easier.
