The best places that I've seen for the type of jam that you describe, where 
the musicians sit in a circle, take turns, and jam the blues acoustically are 
at the annual harmonica festivals. Buckeye and SPAH are the ones I've been to. 
Every night the jam goes on till 1 or 2 AM and sometimes later. The Honorable 
Buzz Krantz presides. Buckeye is coming up in April. Highly recommended, 
especially if you've never been to one.
