[Harp-L] held posts

More and more people are piling up the numbers on their cc lists in posts.
 Harp-l has a strict limit of 4, exceed that limit and your post gets held
for administrative approval.  We always approve the posts but it takes
sometimes hours before we get around to it.  The other no no is bcc.  Bcc
the list and you're in the held queue.  Bcc anyone on a list post and the
