The last time I put in an order he said "It's not that I have a ton
of harps to build it's I don't have time to be doing this sh#t".

Jimmy Gordon or Richard Sleigh is your best bet for custom harps. 
After the Filisko guild there is a huge drop off in terms of quality.

The price and wait is definately worth it for harps from the Filisko
guild.

Better yet, learn to do it yourself.  I've been doing that for the
past few months.  It's gets easier the more you do it.
