Sometimes it's the guitarist/bass player/drummer who's the problem.
Sometimes its the room that's the problem. In a highly reverberant
room, the noise floor is quite high if there are beer coolors and air
conditioners running. The levels needed to get above this din can
leave little headroom.
Either way, a good solution is to buy a good in-ear momitor system and
get rid of the wedges. Crank the guitar mix to the guitarist, and the
harp mix to the harpist. It may not make it any quieter for the patrons
but at least the band can hear themselves and not go deaf. If that
doesn't work, it's a human engineering problem, call Dr. Phil.
