help with Maceo Parker

I've been listening to Maceo Parker's "Live from the Planet Groove". Can this 
stuff be played on the harp? Any guesses to keys? Also can someone explain his 
phrasing. When all the horns play together, they're locked in with the bass but 
when Maceo solos he plays just after the bass setting up a complicated rhythm.
