Other way around.
Try this. On a C harp,
1st position starts on 1+ (C)
2nd position starts on a fifth from C, 2- (G)
3rd position start on a fifth from G, 1- (D)
...
b1 position starts on a fourth from C, 2''- (F)
b2 postion starts on a fourth from F, 3'- (Bb)
b3 position starts on a fourth from Bb, 4v+ (Eb)
...
