there can be only one best and that answer is a tweed fender champ.  nothing

seriously, it depends on your situation and intentions and wallet.  some 
swear by small amps (often with a mic on them), some prefer larger 4x10 amps (the 
better to be heard over loud guitars).  some insist on vintage or boutique 
amps, some have no problem with more recent amps.
to better respond to the question, folks would need to know what playing 
situation(s) you would be in, the sound you're going for, how much you want to 
spend, what mic you'll be using, and probably some other stuff
