Yes, that makes sense, it sounds like you are on the right track there.
Try to start out with a tongue block and then choke the blowreed from the
back of the tongue.
If you can do that you will soon find the position that will allow the
overblow to sound.

Yes, they are fairly similar, i play my bends that way although I don't
tongue block mostly.
The difference between blocking and puckering is very slight.
The same technique you use to get the drawbends should allow you to play the
tongue blocked overblows.
from the throat and the back of the tongue.
Just get that reed to choke and then find the right resonance frequency for
that drawreed to start sounding.
