In an arc, means using your hands in a sideways motion, alternating hands.
If you get a copy of Cham-Ber Huang's old instructional set he put out in
the 80's with a book and LP, he has it fully explained in detail with
pictures. I'm not sure if this is still in print. It also originally came
with the original Marine Band Solist harp, and then the 364 Solo Tuning
(this IMO is inferior to the original MB Soloist, which has been out of
production since 1975),

just started to practice TB, and moving up and down is a challenge.
