In fact, the whole notion of "in tune" is questionable.  In what 
tune?  12TET?  7-limit just?  The harmonicas we play now have notes 
that are "slightly out of tune" in one context or another, regardless 
of whether they are overblows or draw bends or simply components of a 
chord.
