A smoker friend of mine once gave me his harps to look over and tune for 
him.  As a non-smoker myself I found them utterly disgusting to work on.  I 
think all you can do is to dismantle the harmonica to the best of your 
ability and clean off any built-up deposits from all reachable parts.  Then 
leave the instrument in the fresh air for as long as possible (as long as 
you can guarantee no rain).  If you have a windy climate like here in 
Cornwall, all the better.  Try to avoid hot sun (overnight is a good idea).  
My harps always reek of tobacco smoke when I get back from the pub session, 
and I find that this helps a lot, even with wooden-combed harps.  I suspect 
your problem may be more deeply-ingrained, in which case it may take a good 
few protracted "fresh air" sessions to get much of an improvement.  I 
sympathise.  Good luck!
