Really the best thing to do is experiment. You can mix and match pre-amp 
tubes to your heart's content and not hurt the amp (though you might hurt 
your fingers if you don't let the tubes cool down before taking them out!). 
Looking at the amp from the back, you could try: 12AX7-12AU7, or 
12AX7-12AT7, or 12AT7-12AT7, or 12AY7-12AY7, or 12AT7-12AY7, and so forth. 
Your best bet is to just buy a few quality pre-amp tubes and mix and match 
until you find a combination of compression, punch, tone, loudness, etc., 
that pleases YOUR ears.
As far as the controls, definitely start out with the tone knob on the low 
side. You can think of a single tone knob as a three-in-one EQ, with treble 
9-12, mids 5-8 and bass 1-4. When I used to own a PJ, I had two 12AT7 tubes 
in there and (with a Shaker mic) I'd usually run the tone anywhere from 2-5 
and the volume anywhere from 5-8. All depending on the acoustics of the 
room, of course. Let us know what you discover.
