It's generally considered poor form to use anything other than plain ASCII
text on email lists. Not everyone has html capabilities. Also, it's
extremely wasteful. Harp-l pays for (I believe) bandwidth and storage.
Also, most foreign countries have no such thing as a "local call", and
unlimited internet access is (excuse the pun) foreign to them. They
actually pay by the byte.
