The noise level on many groups in the 'rec' hierarchy is still
far higher than I am willing to accept in a mailing list.  I
don't think there's really much difference in manners between
the 'alt' and the 'rec' hierarchies.

It will take two months or more of consistent effort to
establish a usenet group.  Personally, I don't think it's
worthwhile.  I did it once for a technical group that has worked
out nicely.  I've also been involved in the establishment of
'rec' groups that did not do as well.

As long as the posted volume and management overhead for the mailing
list are not overwhelming, I'd see things stay as they are.
