I tune the draw reeds with the bottom plate on the harp. The blow reeds I tune with the plate off the comb and up to my lips as you mentioned. But I tune to within 10 cents of where I want to end up . Then I put the plate back on the comb and finish tuning on the back side of the reeds to where I want to complete the tuning. Been doing that for years, works great.----Dennis Fischette
