My first answer would probably be the Suzuki Folkmaster. They're very flat. But their quality has diminished ever since Suzuki moved their production to China. They're leaky and tinny, and have almost zero bending abilities.
 
If I needed a narrow gauge harp, my probable go-to would either be the Hohner Big River or the standard Marine Band 1896. Some of the other Suzuki models may be narrower, but I've never had any experience with them, so I don't know that for sure. Of the models I've played, those two Hohners are the thinnest.
