I think the Huntington West Virginia's Harmonica Club's "Harmonicollege" was of that ilk.

It isn't strictly a blues harmonica festival, but Bean Blossom Blues Fest in Bean Blossom, IN has harmonica seminars and a harp contest every summer in August. The beginner's seminar is taught by John Hall and this year the advanced seminar instructor is Ronnie Shellist.
