Toots plays it somewhere around 120, if you count the beats like this:

The Days 2 3 4 1) of wine and (1 2 3 4 1) etc.

So basically midtempo. You could play it a little slower or faster, but it's almost never a barn burner or a ballad that moves at a glacial pace.
