 I am never surprised by anything Joe says,but rather enlightened. 
Joe is talking about the same thing David Barrett will tell you-the throat is the "expressway" if you will to the deep,
resonate sounds needed to play blues harmonica,whether it be low keyed harps or standard-amplified or acoustic-
the "chamber" starts with the throat-the diphragm simply pushes or moves the air to and from.
Next in line would be the mouth cavity-jaw dropped,and harmonica deep in the mouth. 
The final "effects" would be the last in line-hand cupping and "popping" the notes.
