I believe I saw no answer from my french compatriots so I give an answer that could be perhaps better...sorry...

The best place for Blues concerts in Paris is Utopia cafe concert...

The trouble is that is a smoking place, and for this reason this is a private place. To be able to enter you need to have someone to get you in.
If you are coming from the 29th of March to the 4rd of April I believe I am around so I can get you in...just send a mail to me one few days before... 
But once you get in they ask you to sign a paper so you accept to stay in a smoking place, and you just have to pay 3€ more with your 1st drink to be member of the club for one night...but the place is really really good to listen live music... If you have the chance to see a harmonica player perhaps you can ask him if he is OK so you can play a tune or two depends...
The program for April is not available yet but end of March there is no harmonica player there, but I guess the first Tuesday there is Greg Szlapczynski who is one of the best harmonica players in Europe... Last time he invited a young Australian Player (Joe Glover) on Hollidays in France to play two tunes with him...

For the Jam Session there are many Jam Sessions in Paris but I guess mainly Rock and Jazz...
