  In addition to penetrating oil and a hammer tap or two, I would get a better fitting screwdriver, longer and one that has a better grip.  You could google it or ask on this list but i think the LO driver is a phillips head, as opposed to posi-grip which looks very similar.  
  If u can get a high quality vise grip on the screw head, u might be able to get a good enough grip to turn the screw.  If these 2 attempts fails, u could drill off the screw head and once the reed plate is removed, try to get the good quality vise grip on the shaft of the screws.   
  If THAT fails, by now the reed plate is removed from the comb.  If u can't drill new holes, if all else fails, you could hopefully replace the comb.
